Builder playing games, BBB will not log the complain since my was 1st complain?

Long story short Had retained builder to demolish and rebuild new House has only carpentry insurance, Biggest fraud, robbed about 8 homeowners, foundation wall collapsed on 3rd day, has only carpentry insurance. instead of builder's insurance. ignored his insurance agents advise to get builder's insurance but he knows he can get away with murder other builders were prosecuted by attorney general or county prosecutor for similar fraud but they refuse TO PROSECUTE MINE since i have sued him, builder did not responded every in timely fashion, judge fixed dates for builder to respond and produce required doents but still ignored, finally we settle AFTER 2 1/5 YRS BEFORE TRIAL he will refund my more then 6 figure he owes me but he will Have to build, it's about 2 weeks he is not producing his builders insurance as per settlement, his games cost me tons of $$ what if he does not start construction 30 days as per settlement in court WHAT CAN I DO AM I BACK TO SQUARE ONE ALSO HEARD HAS MONEY TO VISIT HIS COUNTRY "TURKEY" ABOUT 8 times yr. but has no money to get insurance. about to file for bankruptcy as per his attorney before the trail. WHAT ACTIONS I CAN INITIATE TO MAKE HIM PAY FOR HIS GAMES, if investigated thoroughly he can be jailed for 5 yrs .compare to other builders who were jailed but no one at state and country is interested in my case WHAT OPTIONS I HAVE TO MAKE THE BUILDER PAY CRIMINALLY OR CIVIL
