What is a better return on investment; new windows and a heating/cooling system or a 2 car garage?

Efficiency. I'd say it's more important to have better windows and a better cooling and heating system than making a bigger garage. Single-paned windows and an old heating/cooling system is definitely more important to upgrade especially if you're looking to sell soon.
