Can Local Authoroties in England continue to ignore the importance of not dealing with savageble rubbish?

Yes, it is painful to see so much waste at all levels. I remember years ago asking why old school books and other school equipment could not be sent to third world countries where children had to do without and it all, apparently, boiled down to economics and red tape.It is apparently the same with government owned equipment -- it can't be disposed of otherwise than being destroyed. A hundred years ago people were adept at recycling things or allowing others to do so, rather than allowing them simply to go to waste, and perhaps this is a lesson which people in our country will learn the painful way as they find that they can't afford to indulge the throwaway attitude which prosperity has instilled in them.
